Asbestos Notification

Please note that there are two air districts in Sonoma County; each with its own asbestos rules and notification requirements.  Check the map on our home page to verify which District you must notify.

Notification Requirement

Renovation or demolition of structures that contain asbestos requires advance notification to the District and handling by EPA-certified contractors.

Asbestos Rules

Air toxics regulations under the Clean Air Act specify work practices for asbestos to be followed during demolitions and renovations of all facilities, including, but not limited to, structures, installations, and buildings (excluding residential buildings that have four or fewer dwelling units). The regulations require a thorough inspection where the demolition or renovation operation will occur. The regulations require the owner or the operator of the renovation or demolition operation to notify NoSoCo Air before any demolition, or before any renovations of buildings that contain specified amount of regulated asbestos-containing material(s).  The rule requires work practice standards that control asbestos emissions to minimize the release of asbestos fibers during building demolition or renovation, waste packaging, transportation and disposal.

Asbestos is a Toxic Pollutant

Asbestos is considered a toxic pollutant by State and Federal law because it is known to cause or contribute to cancer.  All forms of asbestos are considered toxic and no safe exposure level has been determined for residential areas.

The state of California has an Air Toxics Control Measure (ATCM) for asbestos and the US EPA has an asbestos National Emissions Standard for Hazardous Air Pollutant (NESHAP) .
