State Criteria and Toxics Reporting – CTR

Annual Reporting

Emissions inventory data is critical to understanding the sources of emissions that may contribute to adverse health risks or other impacts at the local, regional, and statewide level.

CARB developed the “Regulation for the Reporting of Criteria Air Pollutants and Toxic Air Contaminants” (or CTR) to implement statewide annual reporting of criteria air pollutant and toxic air contaminant emissions data from facilities using a uniform statewide system.

Reporting occurs in 3 phases, for specified equipment types starting with Phase 1 in 2025 and concludes with Phase 3 in 2029.  NoSoCo Air will reach out to applicable sources to request data points as each Phase is launched.

CARB is developing an online statewide system for industry to report directly to in the near future.  In the interim, air districts are collecting the CTR data for CARB.

CTR will usher in a new requirement of ongoing, annual emissions reporting for all permitted equipment.
